Spec tags

For the Kredits admin and reviewers. Each question’s learning outcomes decide which courses and tiers it is served in (specs.js). Drafts came from scripts/specs/autotag.py; check them here, least sure first. Tick the outcomes the question tests, mark Higher only or not in Double Award if so, and Confirm. A GCSE question also has a Single Award part: tick the Single Award outcomes it tests (suggestions are pre-ticked, so check them), or Not in Single Award. Once confirmed, those alone decide whether Single Award gets it. A check takes effect straight away, everywhere.
